Is chewy pasta overcooked or undercooked?

For most lasagna recipes, boiling the noodles will result in them being overcooked and limp – much different than the chewiness that you would want in a dish like this.

On the other hand, baking the noodles will result in them being undercooked and mushy, which is not at all what you are looking for in a lasagna. So, it is important to follow the recipe closely and cook the noodles until they are just right.
