Safeway was founded by Marion Barton Skaggs in April 1915 in American Falls, Idaho. His father, Robert Skaggs, had been running a successful grocery business in American Falls since 1890.
Marion Skaggs combined his father’s business with three small stores he acquired in Idaho Falls, Blackfoot, and Pocatello to form Safeway Stores Incorporated. The company went public in 1925 and had its first major expansion under Skaggs’ son Robert M. Skaggs.
