Safeway was founded in 1915 in American Falls, Idaho, by Marion Barton Skaggs. The Skaggs family owned 2% of the company, while the remaining shares were publicly traded on the stock market.
In 1926, Safeway opened its first stores in California.
Safeway quickly became a leading grocery store chain in the western United States. In the 1930s, it expanded into the eastern United States. Safeway also acquired several regional grocery store chains during this time period.
